"On January 1, 2026, the European Food Safety Authority (EFSA) announced the implementation of the “One Substance, One Assessment” (OSOA) package, a cornerstone initiative under the EU’s Chemicals Sustainability Strategy designed to enhance the consistency, transparency, and efficiency of chemical risk assessments across the European Union. 

The OSOA framework applies broadly to chemicals used in toys, food, cosmetics, pharmaceuticals, pesticides, biocides, and other regulated products, with the objective of ensuring that each substance is assessed in a coherent manner across different regulatory domains. By improving coordination and data sharing among EU agencies, the new system is expected to enable earlier identification of chemical risks and support faster regulatory action where necessary, thereby strengthening protection for human health and the environment.

As part of this initiative, the EU plans to establish a new EU Common Data Platform for Chemicals (EU-CDPC), which will serve as a publicly accessible central hub for chemical data collected under various EU regulations. The platform, scheduled to be operational by the end of 2028, will facilitate the reuse of chemical information, support regulatory decision-making, and reduce duplication of assessments. EFSA and the European Chemicals Agency (ECHA) jointly developed a strategic document outlining the OSOA concept, identifying existing inefficiencies and proposing solutions such as a central coordination mechanism, improved task allocation among agencies, including for the assessment of chemical mixtures, and the adoption of a unified structured data format. ECHA, with support from EFSA and other EU bodies, is responsible for developing the EU-CDPC, which will initially include a minimum dataset and is expected to achieve full integration of all existing and newly generated chemical data within ten years of the relevant regulations entering into force, targeting completion by the end of 2036."
