,Nicaragua notified the World Trade Organization (WTO) of a draft resolution establishing phytosanitary requirements for the import of raw tobacco (Nicotiana tobacum) from the United States. The proposed measure, issued by the Institute for Agricultural Protection and Health (IPSA), requires that shipments be accompanied by an official phytosanitary certificate issued by the exporting country’s national plant protection organization. The certificate must confirm that the tobacco has been inspected and is free from specific pests, including Stegobium paniceum. Additionally, all imported consignments will be subject to inspection and sampling upon entry into Nicaragua at designated agricultural quarantine points. Authorities will verify compliance with phytosanitary requirements before granting import authorization. The measure aims to protect national territory from the introduction and spread of pests associated with raw tobacco imports. Stakeholders are invited to submit comments within the designated consultation period.
