The Cabinet of Ministers of Ukraine adopted Resolution No. 233 on February 18, 2026, launching a two-year pilot project to introduce an electronic system for submitting and publishing information on the ingredients of tobacco products and related emissions. The initiative aims to modernise reporting processes and improve transparency through digital tools. Under the resolution, the Ministry of Digital Transformation of Ukraine will coordinate the pilot project. Key participants include the Ministry of Health of Ukraine, the State Service of Ukraine for Food Safety and Consumer Protection, the State Tax Service of Ukraine, the State Customs Service of Ukraine, the Ministry of Justice of Ukraine, and the state enterprise Agency for Identification and Registration of Animals, along with tobacco manufacturers and importers. Participants will submit reports on tobacco product ingredients, emissions produced during use, and ingredients in herbal smoking products through the new “eTobacco” information and communication system. The project will be financed through the state budget, international technical assistance, and other lawful funding sources. The resolution also introduces amendments to earlier government regulations to support data transparency and the publication of relevant datasets as open data.
