On December 19th, 2025, the World Trade Organisation (WTO) has circulated a notification titled "India Notifies WTO of Draft Food Safety and Standards (Packaging) Amendment Regulations, 2025 Prohibiting PFAS and Bisphenol A in Food Contact Materials". The proposed amendments introduce a prohibition or restriction on the use of Poly- and Perfluoroalkyl Substances (PFAS) in materials intended to come into contact with food. In addition, the draft mandates that food contact materials manufactured using polycarbonate and epoxy resins must be free from Bisphenol A (BPA) and its derivatives, reflecting growing concerns over chemical migration into food. The objective of the draft regulation is the protection of human health and safety, by reducing potential exposure to hazardous substances through food packaging. The proposal forms part of Indias broader food safety framework under the Food Safety and Standards Act and is supported by existing packaging regulations referenced in the FSSAI compendium. Final date for comments: 17 February 2026.
