On December 9th, 2025, the World Trade Organisation (WTO) has circulated a notification titled “Israel Notifies WTO of Public Health Protection (Food) Notice on the Application of Changes to EU Regulation on Plastic Materials Intended to Come into Contact with Food.” The proposed measure updates Israel’s adoption of Commission Regulation (EU) No 10/2011 on plastic materials and articles intended to come into contact with food, which is incorporated into Israel’s Public Health Protection (Food) Law, 5776–2015. The proposal seeks to apply in full the changes introduced to the EU regulation as implemented by the European Union up to 10 September 2025, replacing the version previously adopted as of 31 August 2023. The main changes include updated definitions, stricter requirements regarding the high degree of purity of raw materials, and revised general requirements for materials used in the manufacture of plastic food contact materials. The measure continues to apply to food products other than raw meat, raw milk, honey, and fresh eggs, and clarifies that existing national exceptions listed in the law will remain applicable. The objective of the proposed notice is harmonization with EU legislation, reduction of trade barriers, facilitation of trade, and cost and productivity efficiencies, while maintaining food safety protections. Final date for comments: 7 February 2026.
