The Global Harmonized System (GHS) technical regulation in the Gulf Cooperation Council (GCC) applies to all substances and mixtures that are supplied, used, or manufactured within Gulf Standardization Organization (GSO) member countries, unless specific national legislation in a member state establishes more detailed rules on classification and labelling. The regulation aims to harmonize chemical hazard communication across the region. The scope of the regulation excludes radioactive substances and mixtures, non-isolated intermediates, and substances or mixtures used solely for scientific research and development. It also does not apply to consumer products such as pharmaceuticals for human and veterinary use, cosmetics, detergents, air fresheners prepared for household consumption, and food products that may contain pesticide residues. For these excluded consumer products, Safety Data Sheets (SDSs) may be provided on a voluntary basis. The regulation focuses on classification and labelling requirements and does not establish test methods or encourage additional chemical testing. Notably, the Kingdom of Saudi Arabia is exempt from applying this GCC technical regulation due to the existence of a national regulation that conflicts with its implementation at the technical regulation level.
