The primary purpose of the amendment is to strengthen safety management and provide legal grounds to block the importation of risky overseas, directly purchased (cross-border e-commerce) cosmetics, which previously existed in a regulatory blind spot. Key contents of the amendment include: 1. Detailed methods for public announcement of information on hazardous or potentially harmful overseas direct-purchase cosmetics (published on the MFDS website). 2. Specific information to be disclosed, such as product name, country of manufacture, manufacturer, product photo, ingredients, and other data necessary to prevent health risks. 3. Procedures and methods for inspection (confirmation inspection and analytical testing) of such cosmetics. 4. Scope and methods for conducting surveys on purchase and usage status, including demographic characteristics, purchase frequency, motives, usage patterns, hazard information, and consumer damage cases.
