The notice informs the industry about the administrative pre-announcement of a partial revision draft to the "Regulations on Precautions for the Use of Cosmetics and the Labeling of Allergens". The main proposed changes include: 1. Adding exceptions to certain precautions for use for shampoos that may not be washed off immediately after application (such as leave-in or dry shampoos), allowing some cautionary statements to be omitted based on product characteristics. 2. Establishing new precautions for products containing benzophenone-3 (a common UV filter). These revisions aim to rationalize labeling requirements, improve consumer safety, and better reflect actual product usage patterns.
