"On 27 November 2025, the UK Office for Product Safety and Standards (OPSS) notified the WTO of proposed draft amendments to Cosmetic Products Regulation (EC) No 1223/2009 (Restriction of Chemical Substances) (Amendment and Transitional Provisions) (No. 2) Regulations 2026, introducing new prohibitions and restrictions on chemical substances used in cosmetic products. This statutory instrument, applicable to England, Wales, and Scotland, updates Annex 2 and Annex 3 of the Cosmetic Regulation based on classifications under the CLP Regulation (EC) No 1272/2008 and scientific safety assessments. open for public comment until 26 January 2026.
The draft updates Annex II by adding following thirteen chemical substances:
1.    Sodium 3-(allyloxy)-2-hydroxypropanesulphonate
2.    N,N’-methylenediacrylamide
3.    Reaction mass of 1,3-dioxan-5-ol and 1,3- dioxolan-4-ylmethanol
4.    1,4-dichloro-2-nitrobenzene 
5.    Pyraclostrobin (ISO); methyl N-{]2-[}1- (4-chlorophenyl)-1H-pyrazol-3-yloxymet hyl{]phenyl[} (N-methoxy)carbamate
6.    Tert-butyl 2-ethylperoxyhexanoate
7.    Fenpropidin (ISO); (R,S)-1-[3-(4-tertbut ylphenyl)-2- methylpropyl]piperidine
8.    2-ethylhexanoic acid, monoester with propane-1,2-diol
9.    α,α’-propylenedinitrilodi-o-cresol
10.    2-phenylpropene; α-methylstyrene
11.    ozone, 
12.    Silver (nano) [particle diameter > 1 nm ≤ 100 nm] Silver (massive) [particle diameter ≥ 1 mm] 
13.    Dinitrogen oxide
These substances will be prohibited from 23 March 2027, with an off-shelf deadline of 22 September 2027. 
Annex III is amended to include hexyl salicylate with defined concentration limits across several product categories for children and adults. Compliance deadlines for products containing hexyl salicylate are 15 August 2026 for placing on the market and 14 February 2027 for off-shelf removal."
