On 10 March 2026 Ministry of Health of the Socialist Republic of Vietnam. This is Decision No. 590/QD-BYT issued by the Minister of Health, announcing the abolition of 4 administrative procedures in the field of cosmetics, in line with Circular No. 03/2026/TT-BYT dated February 12, 2026, which annuls several legal documents previously issued by the Minister of Health. Legal basis: I. Government Decree No. 42/2025/ND-CP (functions, tasks, powers, and organizational structure of the Ministry of Health). II. Various decrees on administrative procedure control (Decree No. 63/2010/ND-CP, No. 48/2013/ND-CP, No. 92/2017/ND-CP). III. Circular No. 02/2017/TT-VPCP guiding administrative procedure control. IV. Circular No. 03/2026/TT-BYT (annulling prior documents). V. At the request of the Director of the Drug Administration of Vietnam A.Article 1: Announces the abolition of the following 4 administrative procedures related to cosmetic advertising content certificates (previously managed under Decision No. 3904/QD-BYT dated September 18, 2015): a. Issuance of certificate of cosmetic advertising content (code: 1.002483). b. Re-issuance in case of loss or damage (code: 1.000990). c. Re-issuance due to expiration under Clause 2, Article 21 of Circular No. 09/2015/TT-BYT (code: 1.000793). d. Re-issuance when changing the name and address of the responsible organization/individual without changing advertising content (code: 1.000662). B. Article 2: The Decision takes effect from February 15, 2026. C. Additionally, annuls the fee regulations for the issuance of cosmetic advertising content certificates (code 1.002483) as listed in Order No. 2, Part II of Decision No. 3246/QD-BYT dated August 16, 2023 (which referenced Circular No. 41/2023/TT-BTC of the Ministry of Finance).
