On April 13, 2026, the World Trade Organization (WTO) circulated notification G/TBT/N/CHN/2247 submitted by China, introducing a draft national standard titled "Instructions for Use of Consumer Interest - Part 3: General Labelling for Cosmetics." The standard is issued by the State Administration for Market Regulation (Standardization Administration of the P.R.C.). The draft specifies requirements for the format, principles, and mandatory content of labels on cosmetic sales packaging. It applies to all cosmetics sold within China, including products distributed through free trials, gifts, or redemption schemes. The regulation aims to ensure that consumers receive clear, accurate, and consistent product information at the point of sale. The measure seeks to enhance consumer protection, prevent deceptive practices, and safeguard human health and safety through improved cosmetic labelling transparency. The proposed standard is currently open for comments, with a 60-day consultation period ending on June 12, 2026. The standard is planned for adoption at a later date, with entry into force scheduled 12 months after approval.
