The standard covers surface active agents under ICS code 71.100.40 and establishes requirements for household synthetic detergent powders. The regulation aligns with several international frameworks, including Regulation (EC) No. 648/2004 on detergents, Regulation (EC) No. 1907/2006 (REACH), Regulation (EC) No. 1272/2008 (CLP), and JIS K 3371:2019. It builds upon earlier related notifications and ministerial decrees that mandated previous versions of the standard. The measure aims to ensure product safety, regulatory harmonization, and provide sufficient time for industry stakeholders to adapt to the updated requirements.
