On October 6, 2025, Brazil’s National Health Surveillance Agency (ANVISA) launched Public Consultation No. 1,353/2025, inviting contributions from October 13 to November 26, 2025, on a proposed Collegiate Board Resolution (RDC) establishing technical requirements and simplified procedures for artisanal personal hygiene products, cosmetics, and perfumes. The initiative follows Law No. 15,154 of June 30, 2025, which exempts artisanal cosmetic products from registration while assigning ANVISA to define safety and quality rules. The consultation aims to address issues arising from informal cosmetic production by setting proportionate regulatory measures that ensure consumer protection and product traceability. The proposal was prepared by the General Management of Cosmetics and Sanitizing Products (GGCOS), under case number 25351.930822/2025-24, with Rômison Rodrigues Mota as rapporteur.
