,"The California Office of Administrative Law (OAL) approved an emergency regulatory action by the Department of Justice to establish a process for applying to place products on the state’s Unflavored Tobacco List and for maintaining and enforcing that list by December 31, 2025. The emergency regulations adopt new sections (942–957) of Title 11 of the California Code of Regulations.
The emergency rule is effective immediately through February 24, 2026, with a Certificate of Compliance due no later than February 23, 2026. This action ensures that the Department of Justice has the authority to implement and enforce the state’s restrictions on flavored tobacco products while providing a formal process for unflavored product listings."
