On April 15, 2026, the China Institute of Food and Drug Control (NIFDC) issued six technical guiding principles for cosmetics, including the Technical Guiding Principles for the Research of Hair Coloring Cosmetics (Trial). The guidelines cover both research and quality control requirements for hair dye, perm, and sunscreen cosmetics, aiming to standardize product development, evaluation, and safety assessment in accordance with the Regulations on the Supervision and Administration of Cosmetics and the Measures for the Administration of Cosmetics Registration and Filing. The documents were developed to support regulatory compliance and ensure consistent technical evaluation of these categories of cosmetics. The six guidelines include separate technical principles for research and quality control of hair dye cosmetics, perm cosmetics, and sunscreen products, providing detailed direction for industry stakeholders on testing, formulation, and safety evaluation practices. The issuance of these trial guidelines is intended to enhance regulatory clarity, strengthen quality control systems, and improve the overall safety and efficacy of special cosmetics in China.
