"On November 18, 2025 Ministry of Ecology and Environment (MEE) published a public notice titled ""China MEE Publishes 10th Batch of Approved New Chemical Substance Registrations (2025)"" According to the relevant regulation (the “Registration Measures for New Chemical Substances”), the MEE reviewed 7 applications submitted by several companies. The applications were found to meet regulatory requirements.The public notice states that the MEE intends to grant “conventional registration certificates” (Regular registration certificate) for these substances, subject to public announcement.The attached table (""Detailed List of Environmental Management Routine Registration Certificates for Proposed New Chemical Substances"") lists the 7 substances, with details including: acceptance number, substance name, applicant/agent, and intended activity type (import or production).The approved substances include the following:
1) (1 R,3S)-3-aminocyclopenta-1-ol of benzoate
2) Nitrobenzoic acid [(dihalo-alkoxyaryl)-dialkyl-(polyhalogenalkyl)tetrahydrofuranyl] ester
3) N-(9-fluorenemethoxycarbonoxyoxy)succinimide
4) Diethoxymethane solution of polyhalo-hydroxy-alkyl alkanone
5) The esterification reaction product of vegetable oil fatty acids with [alkyl poly(monocycloxy)]poly[alkanol]
6) 1,3,5-trifluorobenzene
7) 6-methyl-5-octene-2-one
This public disclosure provides transparency over which new chemical substances are slated to enter China’s market under conventional registration, enabling oversight and potential public comment under environmental-management regulations.
The public comment / objection period runs from 18 November to 20 November 2025."
