"On November 17, 2025, the National Medical Products Administration (NMPA) of China released the “Opinions on Deepening Cosmetics Regulation Reform to Promote High-Quality Development of the Industry.The document introduces 24 reform measures across five major areas: encouraging innovation; optimizing registration and filing processes; strengthening full-chain risk prevention; upgrading intelligent supervision; and promoting alignment with international regulatory standards.
Key highlights include:
New cosmetics with novel efficacy claims can benefit from an “immediate review upon submission” process — speeding up entry.
Imported cosmetics seeking a first launch in China no longer need to provide proof of prior overseas sales
The reforms support innovation and safety while promoting development of products for older consumers (the “silver economy”)
NMPA sets phased goals: by 2030, improve legal and regulatory framework, standard systems, technical support, innovation vitality, and safety-control capacity; by 2035, achieve an internationally advanced cosmetics regulation system with strong global competitiveness."
