"The Central Inspection Institute, under the guidance of the National Medical Products Administration (NMPA), announced the first batch of 16 new cosmetic raw materials selected for innovation guidance. They are Anse® Roselle Vermilion, Cellulose Phosphate, Sunscreen Agent A, Gynostemin, Whitening Agent, Benzotriazole Derivative, Methoxypropylaminocyclohexenylethyleneoxyethyl cyanoacetate, 2-Mercaptonicotinylglycine, Methyloxetamidothiazol Resorcinol, Camellia sinensis polyphenols, Antarctic Red, ReGrow-Ex Anti-Hair Loss Agent, Yang-N Whitening Agent, BTN-737 Whitening Agent, Olive bitter glycoside Whitening Agent, Ethyl horse oil Emollient. The initiative implements the NMPA’s policy, “Several Provisions on Supporting the Innovation of Cosmetic Raw Materials,” and aims to strengthen innovation services, accelerate application transformation, and promote high-quality development in China’s cosmetic sector.

The selected materials were recommended through provincial drug administrations and evaluated across four priority directions:
First-in-market (first listing)
Chinese characteristics
Domestic substitution
Green and low-carbon

After pre-screening, expert review, and video defense, 16 candidate varieties were chosen and are now publicly announced for comment during the publicity period of October 20–24, 2025. Objections may be submitted in writing to the designated email address during this period.

The Institute emphasized that selection for innovation guidance does not constitute safety or quality approval. All raw materials must still complete R&D, filing, or registration in line with regulatory requirements. The Institute will provide early intervention and full-process technical guidance to help foster innovative raw materials."
