"The draft Hazardous Chemicals Safety Law underwent its second review by the Standing Committee of the 14th National People’s Congress. The draft emphasizes the establishment and continuous improvement of a national hazardous chemicals catalogue, to be jointly determined and updated by the State Council’s emergency management department along with other relevant ministries based on hazard identification and classification standards.
The revised draft also strengthens enforcement and safety measures. It grants individuals the right to report violations or accident risks, with provisions for rewards and confidentiality for whistleblowers. In addition, it introduces stricter rules for hazardous chemical road transport, requiring vehicles to display warning signs, use compliant satellite monitoring systems without interference, and enforce driver rest periods, especially at night, to improve road safety."
