" Colombian government issued Decreto Número 1083 de 2025, introducing significant modifications to existing regulations on the production, importation, and commercialization of alcoholic beverages. A major highlight relates to certification requirements, including the status of the Certificate of Free Sale (Certificado de Venta Libre, CVL).The decree removes the mandatory requirement for Good Manufacturing Practices (Buenas Prácticas de Manufactura, BPM) certification for both national producers and imports as a prerequisite for sanitary registration. Instead, compliance with sanitary standards will be ensured through inspections, sampling, and other official surveillance mechanisms.

Critically, for imported alcoholic beverages, producers are required to submit a valid Certificate of Free Sale (CVL) issued by the competent health authority in the origin country or equivalent body. This CVL must be current and demonstrate that the product is produced in compliance with relevant regulations. Thus, the CVL is mandatory for importers as proof of sanitary compliance for their products entering Colombia.

For domestic producers, the BPM certification has become voluntary, allowing establishments to request the BPM certificate from INVIMA if they choose, but it is no longer a compulsory part of the sanitary registration process."
