"ECHA has opened a public consultation on formaldehyde released from the reaction products of paraformaldehyde and benzyl alcohol ((benzyloxy)methanol), which has been proposed as a candidate for substitution (CfS) and determined to meet the exclusion criteria under Article 5(1) of the Biocidal Products Regulation (BPR). According to the evaluating competent authority, the substance meets Article 10(1)(a) and Article 5(1)(a) due to its carcinogenicity (Category 1A/1B). The consultation invites stakeholders to provide information on hazardous properties, risks, availability of alternatives, and evidence relevant to potential derogation conditions that could allow limited approval (up to five years) for Product Type 06, including concrete admixtures and fuel preservative uses (including biodiesel).
The consultation period runs from 25 November 2025 to 26 January 2026 (closing at 23:59 Helsinki time). Stakeholders are encouraged to submit comments, including data on alternatives, additional uses, and justification related to the derogation criteria. ECHA has provided supporting guidance on use descriptions and analysis of alternatives to facilitate high-quality submissions."
