"The Republic of Ecuador has notified a Partial Reform to its Technical Health Regulations governing the issuance of health certificates and the oversight of food supplements and establishments involved in the manufacture, storage, distribution, import, or marketing of these products. The reform updates Resolution ARCSA-DE-028-2016-YMIH, originally published in the Official Journal Supplement No. 937 on 3 February 2017.
The proposed regulations establish updated Good Manufacturing Practice (GMP) requirements for food processing plants and define conditions for the manufacturing, production, preparation, packaging, storage, transport, import, distribution, and marketing of processed foods for human consumption.
To ensure public health and strengthen food safety controls, the reform also sets out requirements for registration, re-registration, and amendment of health certificates, GMP certificate registration and approval, processed foods manufactured on GMP-certified lines, the issuing of free sale certificates, export health certificates, operating permits, hygiene conditions for mass catering establishments, and rules governing donations of processed foods.
