The U.S. Environmental Protection Agency (EPA) is proposing amendments to the procedural framework rule for conducting existing chemical risk evaluations under the Toxic Substances Control Act (TSCA). Under TSCA, the EPA must determine whether a chemical presents an unreasonable risk to human health or the environment, without considering costs or non-risk factors, and including risks to potentially exposed or susceptible subpopulations. The proposed action seeks to rescind or revise certain 2024 amendments to the procedural framework rule to better align with statutory requirements and ensure that risk evaluations are completed timely, effectively, and efficiently. The revisions aim to prevent procedural impediments that could delay evaluations or weaken protection of health and the environment. Public comments are requested by November 7, 2025, with feedback on information collection provisions encouraged by October 23, 2025, under the Paperwork Reduction Act.
