"On 23 September 2025, Commissioner Jessika Roswall informed Antonio Decaro, Chair of the European Parliament’s ENVI Committee, of serious concerns about the IT system required for implementing the EU Deforestation Regulation (EUDR). Key Points: The IT system must manage all transactions under the EUDR for operators both inside and outside the EU. Projections show the system will face much higher operational loads than expected due to: Different interaction methods chosen by operators, Obligations on downstream operators, High volume of small imports, Time-consuming internal checks by the Commission and Member States. These factors risk system slowdowns, disruptions, and inability of operators to register, submit due diligence statements, or provide customs data. Failures would threaten both compliance and trade flows, undermining EUDR’s objectives. The Commission, despite ongoing efforts, cannot guarantee system readiness by 30 December 2025. Proposed Action: The Commission is considering postponing the EUDR’s application by one year, to 30 December 2026, to reduce uncertainty, avoid operational disruptions, and address IT risks.
