On 30 March 2026, European Commission published guidelines to support the uniform implementation of the Packaging and Packaging Waste Regulation (PPWR) across the EU. The guidance aims to simplify compliance for businesses and Member States while promoting a more sustainable and competitive packaging sector and strengthening the Single Market through harmonised rules. The PPWR, which entered into force on 11 February 2025 and will largely apply from 12 August 2026, addresses growing packaging waste challenges. In 2023, each European generated an average of 178 kg of packaging waste. Without action, total packaging waste could increase by 19% by 2030 compared to 2018 levels, with plastic packaging waste potentially rising by 46%. Divergent national rules have also created significant administrative burdens for industry. The new guidance clarifies key provisions where further interpretation is needed, including the definition of a manufacturer or producer, what constitutes packaging under the PPWR, restrictions on single-use packaging, enforcement of the PFAS restriction in food contact materials, re-use targets, extended producer responsibility (EPR), and obligations for deposit and return systems. An accompanying set of Frequently Asked Questions (FAQs) addresses practical issues raised by stakeholders since the Regulation’s adoption; these will be updated as necessary. The Commission emphasised that the guidance and FAQs do not replace, add to, or amend the PPWR’s legal provisions. The document will be translated into all EU official languages before formal adoption. The Commission will continue monitoring implementation and is preparing several delegated and implementing acts on topics such as harmonised EPR registration and reporting formats, consumer waste-sorting labelling, recycled content in plastic packaging, and recyclability criteria. These acts are being developed in close cooperation with Member States, stakeholders, and trading partners.
