Under Canada’s Food and Drugs Act and Cosmetic Regulations, all manufacturers and importers must notify Health Canada within 10 days of first selling a cosmetic in Canada using the Cosmetic Notification Form (CNF). Notifications help Health Canada monitor product safety. The CNF must include product details such as brand, type (leave-on or rinse-off), area of application, cosmetic form, function, and full ingredient list with concentrations. Any change in formulation, name, company details, or discontinuation requires an updated CNF submission. There is no fee for notification, and submission does not imply product approval or classification confirmation. Cosmetics must meet all safety and labeling requirements under the Act. Products applied externally (not ingested, injected, or inhaled) are generally considered cosmetics. Unclear classifications are reviewed case-by-case under Health Canada’s Guidance on the Cosmetic-Drug Interface.
