Core obligations-classification, labelling, Safety Data Sheets (SDS), and reporting to the National Register of Chemical Substances (RENASQ)-will be phased in between 2028 and 2031, with no penalties during the transition. The framework aligns with the Globally Harmonised System (GHS, 6th revision), requiring Spanish-language labels and updated SDS every five years. Key features include exemptions for naturally occurring substances and research samples, a threshold-based notification system, and annual RENASQ reporting for higher-volume substances. The Listado de Clasificacion Anticipada (LCA) guides early compliance, with first notifications due by September 2028. A Foreign Exclusive Representative (REE) mechanism enables confidential data submission, while prioritisation of chemicals for risk assessment will begin from 2032.
