"On 19 November 2025, the Scientific Committee on Consumer Safety (SCCS) released a preliminary opinion on the use of cannabidiol (CBD) (CAS/EC No. 13956-29-1 / 689-176-3) in cosmetic products, adopted on 30 October 2025 and open for comments until 21 January 2026. The SCCS assessed the maximum safe concentration of CBD in cosmetics and the acceptable limit of Delta-9-tetrahydrocannabinol (THC) impurities in CBD preparations.
The Committee concluded that CBD is safe up to 0.19% in dermal and oral cosmetic products, whether used alone or in combination. THC impurities are considered safe only at trace levels, up to 0.00025%. Cosmetic products that may result in inhalation exposure were excluded due to insufficient data and higher potential risk.
CBD is a non-psychoactive cannabinoid recognized by WHO as having low toxicity and no abuse potential. Toxicological data indicate low dermal absorption, no skin or eye irritation, limited sensitization potential, and liver effects as the most sensitive endpoint in repeated-dose studies."
