"The second draft of the Hazardous Chemicals Safety Law was presented to the 17th meeting of the Standing Committee of the 14th National People’s Congress for review, following its first reading earlier this year. The revised draft includes provisions to encourage whistleblowing, granting individuals and organizations the right to report violations or hidden dangers related to hazardous chemicals. Governments at the county level and above are required to reward meritorious whistleblowers, safeguard their confidentiality, and strengthen enforcement. The draft further expands supervision beyond chemical enterprises to cover schools, research bodies, medical institutions, and inspection or testing organizations that use hazardous chemicals. It also tightens rules for road transportation, mandating that hazardous chemical transport vehicles display warning signs, be equipped with compliant satellite positioning and monitoring systems, and maintain proper functionality without interference or signal shielding. These measures aim to enhance accident prevention and improve regulatory oversight across sectors."
