"Shanghai implemented the Decision on Deepening the Construction of Ecological Civilization and Building a Beautiful Shanghai Model, reinforcing restrictions on single-use plastic products. Companies found in violation may face fines of up to 100,000 yuan (approx. ¥2.1 million) and business suspension. The measure promotes the dissemination of low-carbon products, replacement with recyclable and degradable alternatives, and stricter environmental law enforcement linking administrative and criminal penalties. The decision builds on Shanghai’s 2020 Implementation Plan on plastic pollution control, covering banned items such as plastic shopping bags, disposable tableware, hotel plastic supplies, and delivery packaging. It further targets containers with difficult-to-recycle coatings like PE and PLA, especially in the food and delivery sectors. With over 100 billion disposable plastic items consumed annually in China and Shanghai alone requiring 100,000 tons of plastic raw materials for delivery, achieving the 30% substitution target will require at least 30,000 tons of biodegradable plastics each year."
