South Korea Updates Cosmetics Reporting Rules to Enhance Monitoring of Non-Compliant Companies

On April 10, 2026, Korea Cosmetics Association (KCIA) issued a notice regarding the Ministry of Food and Drug Safety (MFDS) Cosmetics Policy Division-2555 (dated April 9, 2026). The notice informs member companies about the preparation of a partial revision draft to the "Regulations on Reporting of Production and Import Results of Cosmetics and Raw Material Lists." The key proposed change requires the heads of relevant organizations that receive reports on cosmetics production and import performance to verify the facts concerning cosmetics responsible sellers who have failed to submit their mandatory production/import reports or raw material lists. This aims to strengthen compliance monitoring and enforcement for non-reporting companies. The draft revision (Administrative Notice No. 2026-183) includes provisions to enhance oversight of reporting obligations under the Cosmetics Act.
