On 30 March 2026, Department for Environment, Food & Rural Affairs (Defra), published the consultation outcome and government response on reforms to the UK REACH regulation, particularly the Alternative Transitional Registration Model (ATRm). The consultation (held from 16 May to 25 July 2024) received 241 responses and focused on simplifying transitional registration requirements for chemicals previously registered under EU REACH but not transferred to the UK system. The government confirmed a more proportionate approach by reducing upfront data requirements while retaining the “no data, no market” principle. Businesses will submit hazard data initially, with regulators empowered to request further information if needed. Key decisions include maintaining existing requirements for use and exposure data (without adding new obligations), introducing targeted changes to chemical safety assessments and reports, and promoting data sharing through substance groups. The reforms aim to align UK REACH more closely with EU regulatory decisions, reduce industry costs, and improve regulatory efficiency while maintaining high standards for human health and environmental protection.
