"Ukraine will enforce a new food-safety law—Law No. 2718-IX “On Materials and Articles Intended to Come into Contact with Foodstuffs”—starting 19 November 2025. This law establishes modern European-level safety requirements for all materials that come into contact with food, such as packaging, containers, tableware, lids, and production equipment.

For the first time, Ukraine introduces strict rules ensuring that packaging materials do not release harmful chemicals, odours, or contaminants into food. Manufacturers and importers must comply with new obligations, including Good Manufacturing Practices (GMP), safety declarations, migration testing, scientific risk assessments, and proper labelling.

A transitional period allows materials produced before 19 November 2025 to remain on the market until their expiry date, giving businesses time to switch to compliant packaging while avoiding shortages.

The purpose of the law is to protect consumer health, align Ukraine with EU standards, and support the ability of Ukrainian businesses to export packaging to European markets. Even though the article doesn't mention them, EU food-contact material rules are mainly based on:
