"On September 17, 2025, the U.S. Environmental Protection Agency (EPA) released a draft risk evaluation under the Toxic Substances Control Act (TSCA) for octamethylcyclotetrasiloxane (D4, CASRN 556-67-2), a volatile liquid widely used in silicone production and consumer products. Based on the best available science and weight of evidence, EPA preliminarily determined that D4 poses an unreasonable risk to human health and the environment, particularly under certain conditions of use such as adhesives, sealants, automotive care products, paints, coatings, cosmetics, and food contact materials. The evaluation considers risks to potentially exposed or susceptible subpopulations, including workers and children, without factoring in costs or non-risk considerations. EPA is seeking public input on the draft evaluation, particularly on hazard identification, exposure assumptions, bioaccumulation, release data, and use of protective equipment. Comments must be submitted by November 17, 2025, under Docket ID EPA-HQ-OPPT-2018-0443 via Regulations.gov. Following public comment and peer review by the Science Advisory Committee on Chemicals (SACC), EPA will finalize the risk evaluation. If the final assessment confirms unreasonable risk, the agency will proceed with risk management actions under TSCA Section 6."
