"Vietnam’s National Committee for Standards, Metrology and Quality held a workshop to gather feedback on the draft Decree implementing provisions of the Law on Product and Goods Quality and its amendments, along with regulations on goods labeling. The draft Decree, developed by the Ministry of Science and Technology, includes 8 chapters, 99 articles, 16 forms, and 5 appendices, and introduces a risk-based classification system in place of traditional product grouping. Key elements of the draft include: - adoption of ISO/IEC 31010 risk assessment methods, evaluation criteria considering human health, environmental impact, supply chain control, and international warnings; - mandatory traceability for high-risk products using TCVN 13274 and 13275 standards; and - integration of digital passports containing GTIN, origin, production process, conformity certification, and sustainability information. The Decree encourages the application of AI, blockchain, IoT, and big data for quality management, including predictive risk assessment, automatic data collection, and public feedback systems. A national electronic label platform and digital passport system were demonstrated, providing QR codes, barcodes, or RFID for transparency, traceability, and easy consumer access. The draft also clarifies responsibilities for quality management, labeling on digital platforms, and conformity assessment of imported goods. This initiative aims to strengthen Vietnam’s National Quality Infrastructure, promote digital transformation in product quality management, and enhance transparency across production and supply chains."
