Vietnam's Technical Barriers to Trade (TBT) authority notified the WTO of a draft Decree on Halal Product and Service Quality Management. Led by the Ministry of Science and Technology (MOST), the proposed law aims to establish a unified legal framework for the quality, certification, labelling, and trade of halal products and services in Vietnam. The draft regulation sets out quality requirements, conformity assessment, labelling and certification rules, inspection procedures, and penalties for violations. It applies to producers, traders, testing organizations, certification bodies, and state agencies involved in the Halal sector. The proposed adoption date is December 2025, with the final date for stakeholder comments set for 22 September 2025. The measure aims to strengthen consumer protection, ensure product integrity, and enhance Vietnam’s position in the global Halal market.
