"On August 26, 2025, Vietnam’s Prime Minister issued Decision No. 1837/QD-TTg, approving a nationwide Implementation Plan for the Law on Chemicals No. 69/2025/QH15, which was passed by the National Assembly on June 14, 2025 and will take effect on January 1, 2026.

Key Objectives:

The plan sets out to:
* Promote awareness and compliance with the Law on Chemicals among government bodies, industries, and the public.
* Review and revise existing legal documents to ensure alignment with the new law.
* Develop new legal and administrative documents, including decrees and circulars, to guide implementation.
* Clarify responsibilities, timelines, and coordination mechanisms among ministries, agencies, and local authorities.
* Ensure the law and its guiding documents are fully and uniformly implemented by January 1, 2026.

Implementation Highlights:

1. Legal and Policy Review
The Ministry of Industry and Trade (MOIT), in coordination with other ministries, will lead a comprehensive review of existing chemical-related legal documents. Based on this review, necessary amendments, replacements, or abolitions will be proposed and submitted before September 5, 2025.

2. Drafting of Guiding Documents
Several critical decrees and circulars will be developed to detail and guide the implementation of the Law on Chemicals. These include:
A decree specifying detailed implementation of multiple articles of the law.
A decree listing chemicals subject to regulation under the law.
A decree addressing chemical industry development and safety/security.
A circular on chemical management across the life cycle and in products.
Additional circulars from relevant ministries covering specific technical aspects.
Regulations from provincial-level authorities on safe distances for chemical facilities operating under previous conditions.
The majority of these documents must be completed by mid-October or mid-November 2025, depending on the responsible agency.

3. Education, Communication, and Training
The plan includes extensive public education and training initiatives to be carried out from 2025 onwards. These efforts will be led by MOIT and supported by ministries, local governments, and relevant organizations. Activities include:
Development of informational materials and training manuals.
Organization of seminars, conferences, and awareness campaigns.
Integration of the law into education and professional training for public officials and chemical industry personnel.

4. Monitoring and Coordination
The Ministry of Industry and Trade will act as the central coordinator, monitoring progress and ensuring that tasks are completed on time. Ministries, government-attached agencies, and provincial People's Committees are responsible for implementing assigned tasks efficiently, avoiding waste, and ensuring quality.

5. Funding
Implementation will be funded through the state budget and other lawful financial sources. Responsible agencies must proactively allocate the necessary resources as per legal and financial regulations.

This implementation plan demonstrates Vietnam’s strategic commitment to modernizing its chemical management framework, improving public safety, environmental protection, and aligning with international best practices in chemical regulation."
