"Belgium originally notified in October 2024 its draft Ministerial Decree extending plain (standardized) packaging rules to all tobacco products, herbal smoking products, devices, papers, filters, and tubes. The measure, scheduled for adoption on 15 December 2024 and entry into force on 1 July 2025, seeks to reduce the attractiveness of tobacco and related products, strengthen the visibility of health warnings, and protect young people from misleading packaging. According to the August 2025 addendum, the decree was in fact adopted on 28 July 2025 and published on 8 August 2025. The addendum therefore confirms the formal adoption and publication of the measure initially notified in 2024."
