"On November 07, 2025, the WTO circulated information on DEAS 876:2021, the updated East African Standard for skincare creams, lotions, and gels, which took effect in Uganda on July 11, 2025. The standard sets comprehensive quality, safety, and testing requirements for cosmetic skincare products, excluding therapeutic, anti-aging, sun-protection, aromatherapy, and AHA-based products.
DEAS 876:2021 covers ingredient compliance (aligned with DEAS 377 and EU rules), physicochemical criteria such as thermal stability, pH limits, minimum fatty substance content, and prohibits hydroquinone. It outlines strict microbiological limits and heavy metal restrictions for lead, arsenic, and mercury. Packaging must preserve product integrity, and labelling must specify product type and indicate if it is a skin-lightening formulation as per EAS 346. Sampling follows ISO 24153, with methods for assessing fatty substances and hydroquinone detailed in annexes.
By harmonizing standards across the EAC and referencing ISO and EU guidelines, DEAS 876:2021 ensures consistent safety, quality, and microbiological control, promotes fair trade, supports regulatory compliance, and strengthens consumer protection in the regional skincare market."
