The key proposed change includes the addition of phthalate plasticizers (DINP, DIDP, DnOP, and DIBP) as inspection items for disposable cotton swabs and diapers for young children. Reason for the amendment: Due to the amendment of the Hygiene Products Control Act (Law No. 19474, amended and promulgated on June 13, 2023, effective June 14, 2025), the self-quality inspection items for oral care products and tattoo inks, which are newly regulated as hygiene products, are being established.
