"On September 4, 2025, WTO circulated notification from Vietnam regarding a Draft Decree on the Management of Cosmetics. The draft comprises 10 chapters and 60 articles, establishing a comprehensive regulatory framework aligned with ASEAN guidelines and the Law on Advertising. It outlines provisions on the export and import of cosmetic products, issuance of Certificates of Free Sale (CFS), and requirements for Product Information Files (PIF), labeling, and advertising. The Decree introduces online procedures for product notification and dossier archiving.

It further details inspection and supervision processes, including dossier reviews, product sampling, testing, and conditions for suspension, recall, or destruction of cosmetics. Measures for addressing non-compliant products are also provided. Additionally, the Decree:
-Assigns implementation responsibilities to ministries, agencies, organizations, and individuals
-Includes transitional provisions
-Specifies the effective date of the regulation
-Establishes enforcement mechanisms

The proposed date of adoption is November 4, 2025, with entry into force on July 1, 2026. The final date for comments is November 3, 2025."
