Codex Adopts Updated Guidelines on Precautionary Allergen Labelling

The Codex Alimentarius Commission (CAC49) has adopted updated Guidelines on the Use of Precautionary Allergen Labelling (PAL), based on scientific advice from FAO and WHO. The guidelines aim to establish a harmonised, risk-based approach to the use of precautionary allergen statements, such as "may contain", and will be incorporated into the General Standard for the Labelling of Pre-packaged Foods (CXS 1-1985). The guidelines clarify that precautionary allergen labelling should only be used where the unintended presence of an allergen due to cross-contact cannot be prevented through appropriate allergen management practices and where a risk assessment demonstrates a residual risk. They also introduce the use of reference doses and action levels to support consistent decision-making on the application of precautionary allergen labelling. The updated guidance is expected to improve consistency in allergen labelling, strengthen consumer protection, facilitate international trade, and support countries in developing or updating national allergen labelling requirements. The revised text is yet to be published in the updated consolidated version of CXS 1-1985.
