EU adopts Packaging and Packaging Waste Regulation (EU) 2025/40, replacing Directive 94/62/EC with a harmonized framework covering all packaging placed on the EU market. The regulation introduces waste reduction targets of 5% by 2030, 10% by 2035 and 15% by 2040, mandates recyclable packaging by 2030, sets reuse targets for transport, e-commerce and beverage packaging, limits empty space in packaging to 50%, requires deposit-return systems for beverage containers, restricts PFAS in food-contact packaging from August 2026, strengthens recycled content, compostability, labelling and extended producer responsibility requirements, and supports circular economy and compliance objectives across Member States.
