European Commission (EC) adopted Commission Regulation (EU) 2026/78 in Jan 2026 under the Cosmetics Regulation (EC) No 1223/2009, introducing new restrictions and prohibitions on certain cosmetic ingredients classified as hazardous. The new measures add 18 substances identified as carcinogenic, mutagenic, or toxic for reproduction (CMR) to the list of restricted or prohibited ingredients in cosmetic products. These substances are incorporated into Annexes II-VI of the Cosmetics Regulation, which define safety requirements for ingredients used in cosmetic formulations across the EU. The updated rules will apply from May 1, 2026, after which cosmetic products containing these substances can no longer be placed or made available on the EU market. Manufacturers, importers, and distributors are required to ensure compliance by reformulating products and aligning with the updated ingredient restrictions. The measures aim to strengthen consumer protection by aligning cosmetic ingredient controls with hazard classifications under the CLP Regulation and ensuring a high level of safety for cosmetic products in the European Union.
