On 22 April 2026, European Commission adopted Commission Implementing Regulation (EU) 2026/870, renewing the approval of the active substance paraffin oil (CAS 8042-47-5) under Regulation (EC) No 1107/2009 concerning plant protection products. The renewal follows a comprehensive scientific and regulatory evaluation process involving Member States and the European Food Safety Authority (EFSA). Paraffin oil, previously included in Annex I to Directive 91/414/EEC and listed under Implementing Regulation (EU) No 540/2011, was due to expire on 30 November 2026. An application for renewal was submitted to Greece as rapporteur Member State and France as co-rapporteur. Following assessment, EFSA concluded that plant protection products containing paraffin oil are expected to meet the approval criteria outlined in EU legislation. The Commission determined that the substance satisfies safety requirements for at least one representative use and therefore qualifies for renewed approval. Notably, previous restrictions limiting its use as an insecticide and acaricide have been removed, allowing broader application. However, the renewal includes specific conditions, particularly the requirement for additional confirmatory data on polycyclic aromatic hydrocarbons (PAHs) to address evolving scientific standards and ensure consumer safety. The regulation also amends Implementing Regulation (EU) No 540/2011 accordingly, reflecting updated approval status and conditions.
