On 28 April 2026, European Commission adopted Commission Regulation (EU) 2026/909, amending Regulation (EC) No 1223/2009 to update safety requirements for multiple substances used in cosmetic products. The revision reflects recent scientific opinions issued by the Scientific Committee on Consumer Safety (SCCS) and aims to strengthen consumer protection while ensuring continued product availability. Key changes include new restrictions on Benzyl Salicylate, limiting its concentration due to potential health risks, and the prohibition of Triphenyl Phosphate following inconclusive safety data regarding genotoxicity. Ammonium Silver Zinc Aluminium Silicate (silver zinc zeolite), previously prohibited, is now permitted as a preservative under strict conditions. Updated limits are also introduced for aluminium and water-soluble zinc salts, particularly in oral products such as toothpaste and mouthwash, to address systemic exposure concerns. The regulation further establishes concentration limits for fragrance ingredients such as Acetylated Vetiver Oil and Citral, based on sensitisation risks. Several hair dye substances, including HC Blue No 18, HC Yellow No 16, HC Red No 18, and Hydroxypropyl-p-phenylenediamine, are newly regulated with defined maximum usage levels. Additionally, restrictions are introduced for impurities in the UV filter DHHB, specifically limiting di-n-hexyl phthalate (DnHexP) content to 10 ppm
