"On 17 November 2025, the European Commission published the preliminary opinion of SCCS (document SCCS/1684/25) regarding the safety of Basic Brown 16 (CAS 26381-41-9) when used in non-oxidative hair-dye formulations at a concentration of 2%.After reviewing the newly submitted genotoxicity and mutagenicity data from the 2024 dossier, SCCS concluded that Basic Brown 16 cannot be considered safe under the proposed use. The “weight of evidence” suggests a potential for mutagenicity.
As a result, SCCS expresses scientific concerns over the ingredient’s safety in cosmetic hair dyes.

The document is now open for public comments until 19 January 2026."
