"On November 4th, 2025, the Health and Safety Executive (HSE), acting as the UK REACH Agency, has proposed a draft titled "" REACH – Information collection to support future priority substance recommendations for the UK REACH RP-HP Authorization List Annex 14 is required under Article 58(3) of UK REACH to periodically recommend substances of very high concern (SVHCs) from the Candidate List for inclusion in the Authorisation List (Annex 14). Before finalising the recommendation, HSE must publish a draft for public consultation over a three-month period.
For 2025, HSE has published its draft recommendation, which includes three substances proposed for addition to Annex 14. Interested parties are invited to submit comments within three months of publication. Guidance on the rationale behind the recommendation is provided in the accompanying “Technical rationale for the development of the recommendation.”
