Vietnam Delegates Dangerous Goods Transport Permit Authority to Provincial Governments

On 7 April 2026 Vietnam's Ministry of Industry and Trade issued Circular No. 15/2026/TT-BCT, transferring authority for issuing and managing transport permits for multiple classes of dangerous goods to Provincial People's Committees, effective April 10, 2026. The decentralization covers key permit functions-issuance, adjustment, re-issuance, and revocation-for Classes 1 (excluding explosives), 2, 3, 4, and 9, in line with national fire safety regulations. Supporting measures, including administrative procedure updates and official guidance, aim to improve local coordination, streamline processes, and strengthen oversight of dangerous goods transport.
