Vietnam's MOIT has issued Circular No. 39/2026/TT-BCT, introducing the new National Technical Regulation for Alcoholic Beverages (QCVN 30:2026/BCT), effective 1 January 2027. The regulation replaces QCVN 6-3:2010/BYT and transfers regulatory oversight from the Ministry of Health to MOIT. The new regulation expands the scope to cover product quality, food safety, and management requirements for the production, trading, import and export of alcoholic beverages. It also introduces new product categories, including fortified wine, aromatised wine and white spirits, along with updated technical requirements for methanol limits, contaminants, food additives, sampling and testing. Products self-declared before the Circular was issued may continue to be marketed for 12 months from the effective date, unless a food safety warning is issued.
